Publication Version Consultation (Regulation 19) (Closed)

Central Lancashire Local Plan Regulation 19 Consultation (Closed)

From Mon 24 February 2025 (2pm) to Mon 14 April 2025 (Midnight).

Update on 15.4.2025: Thank you to everyone who responded to our Central Lancashire Local Plan Regulation 19 Consultation that closed on the 14th April. We are in the process of reviewing all the comments received. We do not have a time frame for this yet but keep an eye on the website for updates.

N.B As the consultation period has ended we are unable to accept any further representations at this time.

The councils are currently consulting on the Publication Draft (Regulation 19) version of the Central Lancashire Local Plan. The Plan and its evidence base are published below. Following this consultation, and subject to approval from the Councils, all representations will be sent to the Planning Inspectorate, to be examined by a government-appointed Planning Inspector. The Inspector will consider if any changes need to be made before it can be adopted.

The Inspector is only able to assess whether the Plan has been prepared in accordance with legal/procedural requirements (including the Duty to Cooperate) and whether it is ‘sound’. Therefore, all representations must relate to at least one of these matters.

Legal compliance: Has the Plan complied with all the legal duties it must fulfil and followed all legal procedures correctly?

Soundness: Is the Plan sound? i.e. Does it meet the following four tests from the National Planning Policy Framework?

Duty to Cooperate: e.g. Has the Council engaged and collaborated effectively with neighbouring authorities and other legally prescribed organisations in preparing the Local Plan?

You can also comment on any of the Plan’s evidence, including the Integrated Appraisal. This is an assessment of how the allocations and policies of the plan meet a range of sustainability criteria.

The FAQs and guidance note provide further information regarding the Plan’s content and how to submit comments.

Consultation on this document will run from Mon 24 February 2025 (2pm) to Mon 14th April 2025 (midnight).

Please note that anonymous representations cannot be accepted in response to this consultation. You should also assume your representation will be published on the council’s website, including your name. No other personal details are published.  In some cases, in order to run virtual events by means of video or telephone conference, the Planning Inspectorate may also need to know the e-mail address and/or telephone number of those making representations

We encourage you to respond to the consultation online, using our Citizenspace platform (https://centrallocalplan.citizenspace.com/planning/cllp-regulation-19-representation-period/). Using the platform makes it much easier for us to understand and record what you want to say.

Alternatively, you can respond by completing a copy of our Representation Form and sending it to either of the following:

All responses by email or post must be submitted using the Representation Form (PDF)/ Representation Form (Word). Additional documents can be appended.

You can also go to your local library and the deposit points for the paper copies of consultation documents. Details of the deposit points can be found here.

The councils are also running a series of consultation events where you can ask questions of officers regarding the draft Plan. Events will be held in each council area. Below are the lists of consultation events in each council.
