Rearranged Hearing Session Update - Matter 14 – Sustainable Travel Policies, Infrastructure Policies and Monitoring

The original Matter 14 - Sustainable Travel Policies, Infrastructure Policies and Monitoring hearing session was postponed, but I can now confirm that the rearranged hearing session will take place at 09:30 on Tuesday 3 February 2026 at Leyland Civic Centre, West Paddock, Leyland, PR25 1DH.

Postponement of Matter 14 - Sustainable Travel Policies, Infrastructure Policies and Monitoring

 

The Matter 14 – Sustainable Travel, Infrastructure and Delivery, and Monitoring hearing session, originally scheduled for Thursday, 15 January 2026, has been postponed.

A new date has not yet been confirmed. Further details will be published as soon as they are available.

Matter 13 and Matter 14 timings - 15th January 2026

It is the Inspectors’ intention for Matter 13 – Climate Change Policies to begin on the morning of Thursday, 15 January 2026.

It is also intended that following a short break after Matter 13, Matter 14 - Sustainable Travel, Infrastructure and Delivery, and Monitoring, will be heard.

Accordingly, please could interested parties for both matters arrive by 11:30 a.m.

Update to the Hearing Programme

Due to the hearing session for Matter 4 Mixed-use Allocations not being completed in the allocated time, there has been a change to the hearing programme.

The remaining items to be heard were, Mixed-use Allocations in Chorley.

With the exception of EC5.1 Buckshaw Village, these will be heard after the Matter 5 Housing Allocations Chorley hearing session.

The Matter 5 Housing Allocations Chorley hearing session will take place on Tuesday 9th December 2025 starting at 9:30am.

 

EC5.1 Buckshaw Village will be heard before the Matter 5 Housing Allocations South Ribble hearing session.

The Matter 5 Housing Allocations South Ribble hearing session will take place on Wednesday 10th December 2025 starting at 9:30am.

Publication of Hearing Statements

The Examination Documents tab has been updated to include hearing statements submitted to the examination.

Appointment of Inspectors

23 July 2025 - The Planning Inspectorate (PINS) wrote to the Councils to confirm that Inspectors A. Partington BA (Hons) MA MRTPI and A. Jordan BA (Hons) MRTPI have been appointed to hold an independent examination of the Central Lancashire Local Plan.
